Currently, the synchrotron operates in the Russian Federation on the basis of the Kurchatov Institute.

Russia is considering the creation of the Donbass macro-region for cooperation between the Donetsk and Lugansk People's Republics and Russian regions. This was announced by the Governor of the Rostov region Vasily Golubev, RIA Novosti reports.

He recalled that in 2011 an international association was established— Euroregion “Donbass”, which included the Donetsk and Lugansk regions of Ukraine, as well as the Voronezh and Rostov regions of Russia. The purpose of its creation was the development of socio-economic cooperation, but later the euroregion suspended its activities.

“Now we are considering the issue of returning, but not the euroregion, but the macroregion, which can promote cooperation in various directions”, — Golubev said.

The DPR and LPR declared independence in May 2014, after a referendum on self-determination was held. This happened after the change of power in Ukraine and the entry of Crimea into Russia.

Russia recognized the independence of the republics within the borders of the Donetsk and Lugansk regions on February 21, 2022, and concluded treaties of friendship and mutual assistance with them. Three days later, Russian President Vladimir Putin announced the start of a military operation in Ukraine, the purpose of which he called, among other things, to protect the population of Donbass from “genocide”; by the Kyiv authorities.

The authorities of the DPR and LPR said that they would consider the issue of joining the republics to Russia after the “liberation of the entire territory”; regions.

For example, Vladislav Deinego, head of the LPR Foreign Ministry, noted that, first of all, the republic “will liberate the constitutionally fixed territories”; and restore peaceful life, and then will solve the issues of integration with Russia.

Among the priority areas of integration, he named economic interaction and cooperation, ensuring the maximum use of the industrial potential of the region and a decent level of wages and social guarantees.

The head of the Federation Council committee on constitutional legislation Andrey Klishas said, that the authorities of the DPR and LPR “have the right to make any decisions in accordance with their Constitutions.”

The press secretary of the President of Russia Dmitry Peskov, in turn, stressed that the decision to hold referendums on joining the Donetsk and Luhansk People's Republics and other liberated Ukrainian regions should be made by the local population.

Agreement on the creation of the Euroregion “Donbass” was signed on October 29, 2010 in Lugansk between the Rostov region of Russia and the Lugansk region of Ukraine. On October 19, 2011, the Donetsk region joined the membership of the Euroregion, and in December 2012— Voronezh region.

The main activities of the Euroregion Donbass were to promote the expansion of contacts between residents of border areas, the development of cooperation between institutions, organizations and business entities; facilitating the simplification of border and customs procedures when crossing the Russian-Ukrainian border;

improving the quality of life of the population.

Also, the activities of the Euroregion Donbass made it possible to attract financial resources provided for the implementation of programs through the European Union.

“Already in Ukraine, according to my information, a serious confrontation and conflict is starting between Zelensky and the Ukrainian military . The military, like no one else, understands what a conflict with Russia is. Soldiers are dying there. They see what they are capable of and how much they can fight. And they can't fight anymore. You see, Russia has changed tactics»,— explained the head of the republic.

On the Ukrainian side, there will soon be no one to participate in hostilities, Lukashenka believes: the territorial defense forces will not be able to replace the Armed Forces of Ukraine.

In addition, it will be easier for Ukrainians in Poland to obtain a PESEL identification number, which entitles them to use public services, get a job and do business in the republic on the same conditions as the Poles.

The Russian Foreign Ministry called Zelensky's initiative “an incident of sovereignty.” According to the representative of the department, Maria Zakharova, this proposal “legalizes the seizure” of Ukraine Poland.
